ふらくずいけい と読みます。先日、技術講習会を行った時に、担当者から気になる発言を耳にしました。工事は次々に進みたいのだけれど、実際は入札不調が続いている実態があるそうです。不落随契しようとしても、なかなか折り合えない。業者も赤字業務は受けないので、最前線では困っておられる実情を知ることが出来ました。

⑥ 停滞前線‥○移動の速度が遅くて，その位置がほとんど変わらない前線。A front line that moves slowly and hardly changes position.
